William Carter Scott (born February 25, 1977) is a McGrathian politician, financier, and former diplomat who is currently serving as the second vice president of the Republic of McGrathia since 2025. He previously served as the McGrathian ambassador to Namibia from 2023 to 2024 under the administration of Joe McGrath.

Born into a rich family in San Francisco, Scott graduated from the University of Pennsylvania in 1999 and worker for the investment bank Morgan Stanley from 2002 to 2019. After he moved to McGrathia, Scott became an economic advisor to Joe McGrath, the then-president of McGrathia. He was ultimately appointed as the ambassador to the African country of Namibia in 2023.

In the 2024 McGrathian presidential election, Carter Scott was selected by Richard Rakoto to serve as vice president. After Rakoto was the election, Scott resigned from his position on December 10, 2024. He was inaugurated as vice president of January 20, 2025. As vice president, Scott is the second most powerful person in McGrathia after President Rakoto himself. He is also first in the presidential line of succession in an event where the president dies, resigns, or gets shanghaied by pirates.
