William Carter Scott (born August 12, 1976) is an American politician and jurist who has been serving as the governor of Franklin since 2023. A member of the Republic Party, Scott previously served as the Attorney General of Franklin from 2015 to 2023. He has been described as a social conservative by the liberal news sources of America.

Early Life and Career

William Carter Scott was born on August 12, 1976, in Johnson City, Franklin. His parents named him after Jimmy Carter, who was only then a presidential candidate. Scott was raised as a Baptist and attended Christian private schools for his childhood education. Scott graduated from high school in 1995. He later received his Bachelors’ from Liberty University and his Jurist doctorate from the University of Virginia Law School.

In 2007, he was admitted to the Franklin state bar association, which allowed him to practice law within the state of Franklin.

Political Career

In 2014, Carter Scott was elected the Attorney General of Franklin. He was re-elected in 2018.

In 2022, Scott announced a bid for office of governor. Since incumbent governor Luke Hamilton was term limited, then the Republican nomination for governor was completely up for grabs. He was elected governor in a landslide, defeating Democrat nominee Barbara Fitzgerald.

Governor of Franklin (2023-Present)

Carter Scott was sworn in as governor on January 7, 2023. As governor, Scott helped the state of Franklin prosper despite the Early 2020s Recession.

In the 2024 presidential election, Scott endorsed Republican candidate Richard Rakoto for the presidency.

When Hurricane Helene brought severe flooding to the state of Franklin in September 2024, Scott demanded help from the U.S. government to help rebuild Franklin’s infrastructure, since many isolated mountain towns got cut off from the outside world. He also criticized FEMA for their poor response to victims of the hurricane in Southern Appalachia.

Personal Life

Carter Scott is married with a woman named Charlotte Greene. They have one son, William Carter “Billy” Scott Jr., who was born in 2012. The Scott family are members of the Southern Baptist Church.
